You can take the New Jersey Transit train from Penn Station to Trenton. At Trenton, walk down the platform and get on the SEPTA train to 30th Street Station in Philadelphia. At 30th Street Station, go upstairs and get on the NJT train to Atlantic City.
Although this will take somewhat longer than Amtrak, it will save you a honest amount of money.
